Kevin Thomas | Co-Founder & Chief Executive Officer
Kevin Thomas is Co-Founder and Chief Executive Officer of Shepherd Recovery Centers, where he leads strategic direction, capital planning, regulatory alignment, and long-term organizational development. His leadership is grounded in disciplined systems, accountable governance, and the pursuit of measurable clinical outcomes.
Kevin has led the development of mission-driven service organizations, navigating licensing processes, compliance preparation, and complex operational buildouts. He approaches healthcare leadership with a focus on sustainability, financial stewardship, and infrastructure that supports responsible, scalable growth.
Shepherd Recovery Centers was founded from Kevin’s conviction that effective recovery requires more than stabilization — it requires clinical excellence, structured accountability, and environments that restore dignity and personal responsibility. That conviction is informed by his own recovery journey, which has shaped his understanding of addiction’s impact on individuals and families and strengthened his commitment to building systems where lasting restoration is supported by discipline, community, and ethical leadership.
His vision is to establish a trusted regional network of treatment centers recognized for clinical integrity, operational excellence, and sustainable impact.
Kevin and his wife and co-founder, Elizabeth, reside in Texas with their children. Together, they founded Shepherd Recovery Centers on the belief that what God restores is worth building institutions to protect, support, and sustain, creating pathways for lasting recovery, stronger families, and healthier communities.
Elizabeth Joseph | Co-Founder & Chief Operating Officer
Elizabeth Thomas is Co-Founder and Chief Operating Officer of Shepherd Recovery Centers, where she oversees day-to-day operations, staff leadership, systems implementation, and the consistent execution of care standards. She is responsible for translating organizational vision into structured, reliable operational performance.
Elizabeth focuses on cultivating strong internal culture, clear accountability frameworks, and operational processes that align with regulatory requirements while preserving compassionate, individualized care. Her leadership ensures that policies and daily workflows function cohesively to support both clinical excellence and a dignified client experience.
Her commitment to this work is personal. Elizabeth understands the weight carried by families navigating addiction — the uncertainty, strain, and hope that accompany the recovery process. That experience informs her conviction that families are not peripheral to recovery; they are essential to it. It shapes the culture she is building and the operational standards she upholds each day.
Elizabeth and her husband and co-founder, Kevin, reside in Texas with their children, where their shared faith anchors both their family and the organization they are building together.
